Scientific Research Institute — Federal Research Center for Project Evaluation and Consulting Services (SRI FRCEC) is the leading institution addressing and negotiating the issues of the expert, methodological, organizational, technical, information and software support for innovation activity of the Russian Federation. The Institute was established in 1991 to ensure state expert appraisal and examination in scientific and scientific & technological spheres and over the years has greatly expanded its role, working closely with the Russian Ministry of Education and Science of the Russian Federation.

The SRI FRCEC gained experience in complex solution of issues of creating and using innovative results. One organization managed to implement and seamlessly integrate mechanisms for expert examination with a view to preparing proposals to customers to create innovative projects that use the potential of young Russian scientists and leading scientific schools, to collect information on innovative results and monitoring their implementation as well as introduction of innovative results in the economic turnover.

Annually the SRI FRCEC conducts more than 1000 expert examinations, including examination of the projects under Federal Target Programs.

The key direction for the Institute activity is the one of Information and Communication Technologies, which ensures all the other activities of the SRI FRCEC, among them are:

  • public records of the results of scientific and technological activities,
  • support of competitions by RF Presidential grants for state support of young doctors of sciences, Ph.D-s and leading scientific schools of the Russian Federation,
  • monitoring of innovative structures of regions,
  • promoting to the market the research results at the exhibitions and conventions.

Promising avenue in the activity of the Institute — is to bring Russian compatriot scientists working abroad to research, expertise and teaching.

Within the period from 2009 to 2011 the following Events were held:

  • The International Forum «Nano in the scientific-educational sphere» with compatriot scientists working abroad (Khanty-Mansiysk, 2009)
  • The International scientific-practical conference «Development of scientific-technological cooperation of Russian scientific and educational centers with compatriot scientists working abroad» (April 2010, Tomsk)
  • The Congress of compatriots — graduates of Russian universities, working in Russia and abroad (May 2010, Berlin)

The aim of the Congress was to expand and strengthen the cooperation between the Russian scientific diaspora, working abroad, with Russia's scientific and educational community to develop and restructure the national science and higher education systems, their integration into the global scientific and educational sectors, the joint statement of research problems and develop approaches to reform scientific sphere in Russia.

The Institute sees broad perspectives in joint work with Russian scientists working abroad, such as:

  • developing of a methodology for joint expert appraisals, examinations and assessments of innovative scientific and technological projects, evaluation of scientific organizations, creating and updating the Register of Experts — Russian scientists and the representatives of scientific business community residing abroad;
  • carrying out, on the instructions and assignments of the Institute, expert examinations of innovative science and technology projects by Russian scientists and representatives of the scientific business community residing abroad;
  • organizing and holding of joint conferences, congresses, seminars, exhibitions and presentations on the territory of the Russian Federation and in the countries of compatriots' residence;
  • working together to commercialize breakthrough innovation developments (perfection of interaction mechanism, selection of projects, attraction of investments, projects realization).

The SRI FRCEC continues to develop and expand its activities in other directions. This year the Institute, having won the corresponding contest, became the Organization that provides contests and maintenance of state support for the development of innovation infrastructure of educational institutions of the Ministry of Education and Science of the Russian Federation on the basis of the Decree of the Government of the Russian Federation dated April 9, 2010 № 219. The demand for expert appraisal and evaluation activities of the Institute increases both in the Russian Federation as well as in conducting of international expert examinations, including those in the CIS countries.
